You may want to look into meetup.com.  There are a few Drupal groups 
located there.  Meetup.com does a great job of advertising for you and 
will bring new members.

If you look at http://drupal.meetup.com/cities/us/dc/washington/   It 
appears 7 people are already interested in joining a Drupal group in 
Washington DC.

I organized the Chicago Drupal Meet Up Group (CDMUG).  I will honestly 
say that meetup.com has helped the group grow tremendously.   Anyone in 
the Chicago land  area, our next meet up is July 19th @ 8 pm.  1407 W 
Chicago Ave.  Just outside the loop with plenty of free parking.  RSVP @ 
http://drupal.meetup.com/1 or check out cdmug.org.  We setup phpfreechat 
on the site for members to chat who can not attend the event.
