Debatable. Not to start a Stallman fight, but some vendors are already changing the text of the GPL and delete the "later version" line

Section 9 of the current GPL reads:
" [...]If the Program specifies a version number of this License which applies to it and "any
later version", you have the option of following the terms and conditions
either of that version or of any later version published by the Free
Software Foundation."

"Our" license reads:

"This program is free software; you can redistribute it and/or modify
    it under the terms of the GNU General Public License as published by
    the Free Software Foundation; either version 2 of the License, or
    (at your option) any later version."

This means that if I distribute Drupal as a tool under another OSS project and I license my project under GPLv3 (when and if ready), the Drupal code under my OSS software is GPLv3.
