Have you tried

Moneybookers <https://www.moneybookers.com/app/?rid=1227726>

This is similar to paypal but is based in England.  They seem to accept 
Visa and Mastercard from all countries.  They have reasonable fees and 
are particularly low fees for escrow on small or medium sized 
transactions compared to other escrow services.  They have been in 
business for a number of years and seem to be stable.  They are very 
easy to use.
