We've had this argument with almost every release.

Each release is bigger than the last, so those holding on to the current
stable are a larger user base every time the next release comes out.

We tend to discuss this to death and nothing has needed a change (so far).

It will be clearer by the 4th quarter whether we need to change the current
model or not. Right now, it is just theory, and the usual rehash of the same
thread with $different_people and $version_x and $version_y.

With openflows backported patches, this may even become a moot point (at
least for core).
