Sometimes "a template" is more than just doing some HTML. The task 
itself might include building the needed views, theme them, get some 
blocks in place, and theme them too, etc.

I don't know what's the template in question, and I also know that 33 
hours are a lot of time, but I also know that it's not always as easy as 
it seems in first look.
