Seriously, this is exactly what certification is, writ small. I think it's fine; just be aware that you're entering controversial territory (as Victor's comment indicated).

My feeling? Do it anyway. Let the idea prove itself. If it's useful to the market, it will stay. If it's not, it won't.

Having said that... I'd caution against judging much from a one-question test. It could be that the applicant is unusually knowledgeable (or ignorant) about the skills needed for that one question. The question you propose sounds pretty good, though, as it tests basic Drupal-specific programming methods.
