I think that many projects arise as end users become aware of what new Drupal releases have to offer in the way of greatly enhanced technology. While it may be true that a mechanical upgrade from D5 to D6 will not reap in itself the benefits of all the new technology since that new technology itself triggers a rethink in terms of what can be done (leading to a complete redesign), one thing stands out:

You WILL upgrade from D5 to D6 in order to upgrade valuable legacy content, even if a complete redesign to take advantage of new D6 features is at hand. One of the reasons is that it is still the only way to upgrade CCK content types.

The other alternative to rehouse valuable legacy content is exporting and importing, of course, but a standard upgrade from D5 to D6 is still the mainstay of many projects, even if it is the first step towards a complete redesign to take advantage of new features and possibiilities.
