Just to be clear. I didn't start the project without a contract. I received a contract, signed it, and then waited to get the contract back from them, signed, as it wound it's way through their bureaucracy.

Anyone who's done work for large Universities might be familiar with this process.

The issue is that in the three weeks after I signed the contract and before I finally heard back that they changed their mind, I turned away other work (because I was committed to their project) and I made arrangements with contractors for their project.

But I didn't start any work.

Now that I think about it, I don't know why they can't provide me with a signed contract , but the way it always works at this type of organization is that they give you their contract to sign and then it takes a couple of weeks to have is back and signed. I guess maybe they are afraid if they made us wait weeks to get the contract to sign, we may go find other work in the meantime, so having us sign it first protects them, but leaves us exposed.
How did the project begin? A verbal contract is just as binding as a
written one, only harder to demonstrate. However, you may have written
confirmation of the contract in your email. If you have a track record
of email that shows the client agreeing to terms and asking you to start
working, shaping your relationship on the framework of the contract,
then you have written proof that they accepted the contract and
confirmed commitment. Receiving payment from the client also helps.
