One way to get these bugs fixed is to assign them to people. Ideally, 
project.module would have a few modes and on drupal.org we would configure 
it so that project.module maintainers could assign bugs to users. We might 
even emulate other systems where bugs get assgined and then accepted. That 
would make it more clear that the assignee is actually working on his 
assigned stuff. Alas, this requires development.

A non development way to increase bug fixing is to do a bug sprint like we 
did in Amsterdam. One person would be coordinator in #drupal, handing out 
the bugs. everyone else fixes and verifies and prunes the bug list.
