[development] Fundamental MySQL changes in Drupal 6 (six)

Cool! My hosting company (they provide cPanel hosting) finally
upgraded to MySQL 4.1 a few weeks ago. I'm guessing that more and more
hosting companies are doing the same.

Dropping 4.0 support from Drupal will untie us from many chains and shackles.
