i think you've nailed it exactly.  maintainers not doing the right  
thing with their HEAD. ;)

p.s. i wrote a whole section of a page about "strategies for using  
HEAD effectively" in the handbook, but d.o is moving racks right now,  
so the site is down and i can't find the link.
