[development] Change in access labels

I just downloaded the new cvs tarball and found the following error.

The access control setting is now named 'administer site configuration'
instead of the old 'access configuration pages'.

This change caused menu errors in the system, node, and user modules.

I post this here because the error is not visible to user 1, who always has
access to all menu items.  I needed to setup user 2 as an administrator to
see this error.
