So, do we need an extra section in the theme download are of drupal.org? 
There's more than sympal that is intended to be a 'base' theme. Where are 
you going to insert the Theme Pack so it won't get lost?

I'm not disagreeing with your aims :)
I'm skeptical that this will really bring in more quality themers.

If there is one good thing I'll take away from this thread it's that it made 
me look a lot closer at Sympal, and I think that's something I might 
contribute too. I'd like to work on the separation of theme fucntions into 
tpl's in core but I don't have the php skills for that...
