[development] hook_file, still relevant or not?

Do we still want completely different eco-systems of file handling modules?
FileStore*, upload*, *field, the various media type specific file modules,
media mover, disknode, and now fileframework, etc... Or would some of you
folk actually like to start having somewhat unified file handling where an
individual's work is more widely interoperable....
