With all the huge improvements going on in HEAD right now, I'd like to
bring up a really trivial one, but it's something that has always
bugged me. Maybe I'm anal, but I think all the page/callback/block
titles should convert from all lowercase to a capital first letter of
the phrase and the rest lowercase. <br>

We are being strict about sentences (messages) starting with a capital
letter and ending with a period. I mean something like this breadcrumb
example:<br>

href="http://local.bigideas.com/?q=admin/settings" title=""></a></div>
<br>
instead of<br>
<br>
<div class="breadcrumb">Home » administer » settings » content types<br>
<br>
It really starts to get inconsistent when looking a forums which should
use a capital forum name.<br>
