[documentation] Proposal to open up editing rights

I think this is a good idea and hope it works.

There's a core issue (with working patch) for the disappearing edit
tabs/input formats weirdness here: http://drupal.org/node/91663 would be a
tiny patch to backport. I've seen module maintainers get confused because a
co-maintainer set a project node to full HTML for donate widgets, and they
thought they'd lost permissions to it, so this bug affects everyone.
