I vote for g.d.o as the main place for documentation strategizing to happen. Of course specific action items should be posted to the issue queue:

I vote for groups.drupal.org because:
In suggesting this, I was going off of one persons input and my thinking immediately led me to assume something. Sorry if this was confusing. I do think it would be nice to have a regular time to meet up in IRC though. It is a lot of information to take in for multiple sources and I feel it would be beneficial to have some sort of organization in that which is why I suggested the set time every (other) week (or month)... However, I do think Addi's idea of determining a fresh time each month could be enough. All I need to know is when and I'll be there. I'm just grateful that I have the opportunity to help make a difference so thank you all for helping provide that experience!

I feel that we should keep the relevant docs discussion on this email
list, for if we don't, we're running the risk that stuff will get
discussed and ratified without ever having made it into the issue queue.

That is a beast we should all be fearful of, cause the <glance at
sepeck>wiki-style</glance> editing of handbook pages only works if we
have concrete evidence of who's doing what to where. I know my limits,
and keeping up with IRC, Teh Q, and this email list is already taxing
enough.

I'm not saying "no, don't do it!". I'm saying that if people do, I
won't be able to participate simply due to Time vs. Information
constraints.
