[drupal-support] admin/settings/image missing after update to 4.5.2?

I'm upgrading a site from 4.4.0 to 4.5.2. I've already done several 
such upgrades, and all went smoothly. Now, for some reason on this 
site, admin images doesn't appear in the navigation menu, nor does 
settings images. Create images does appear, however.

The procedure I used was:

1. Copy drupal 4.4.2 over existing 4.4.0.
2. Run update.php.
3. Replace existing 4.4.2 with drupal 4.5.0.
4. run update.php
5. Copy drupal 4.5.2 over existing 4.5.0.
6. Run update.php
7. Install image.module.
8. Run update-image.php
