[drupal-support] permissionn need for <top-level> in book pages

I'm creating a book page, if I logged in as admin (UID 0) then, in
Parent I have the option '<top-level>', but if i'm logged in as another
user, i don't have this option while having the rest of book pages.

What permission should I set for this ?
