Christopher,

     you can create a new block containing links to an outside
site, and position this block to appear above (or below)
the existing navigation (menu) block.

    administer > blocks > add

then type the title of the block and hyperlink(s) to the
site(s) you want.  Save the block and then position
it relative to the Navigation block on the administer > blocks
page.

I suspect that something is going wrong with your ISP's
name service configuration.  Perhaps they have some kind
of load balancing, and one of the addresses is not properly
configured.
