Larry,

The following assumes two things:
1. You can create a new account
2. You have access to the database for the site

First, create and activate your new account. Specifically, change (or 
make careful note of your automatically generated) password.

Then, access the users table in the db -- change the UID of your new 
user to 1.

Log in, and you're good to go.
