Yes it does seem strange - perhaps file an issue (http://drupal.org/ 
projects/issues)
with the MassMailer project and someone who knows can comment.

This is what .htaccess files are supposed to do :)
Not sure what the correct entries for MassMailer would be - Probably  
good to have a look
at the documentation for that project.

and the application built the missing tables.   So that much should  
be good to go.

     Probably not a good thing to leave this open on your server, by  
the way :)
