Mohsen,

Try creating a directory named "files" in the root of your drupal 
install -- it looks like that, when drupal attemps to create this 
directory, it doesn't have the necessary permissions -- different web 
hosts are set up with different types of access rights, and creating the 
"files" directory manually might sidestep your issue.
