[support] Dynamic Menus That Work OK Without Javascript

I turned off javascript in my browser and the menus no longer work.
In fact, the whole page loses a lot of theming when javascript is
turned off.  I believe those menus are completely dependent on
javascript.  Am I missing something?  I don't know how you could
achieve this without at least some javascript or flash.
