[support] Pictures in postings

Thanks.  I've been meaning to ask about the Toggle Display settings in Drupal.  What does that mean?  When and why would I want to select that?

4.6: administer -> users -> configure (admin/user/configure) -> Pictures 
group. Then, administer -> themes -> configure (admin/themes/settings) -> 
Toggle display group.

4.7: administer -> settings -> users (admin/settings/user) -> Pictures group. 
Then administer -> themes -> configure (admin/themes/settings) -> Toggle 
display group.
