[support] module suggestions for sending emails with personalized cck content

I'd like admins to be able to send emails to ad hoc selected batches of
users (eg ones with content in a certain workflow state, filtering on user
profile fields, etc), maybe with some presents (eg
state=coordinator_approved and profile.signed_form_received=false). The
email body needs to contain text from the admin (eg You need to send us your
signed form before you can participate as followsJ as well as listings of
cck nodes related to the user (their content that is in a particular
workflow state). 

 

I'd like suggestions on what modules might be good for implementing this. Do
I need to write something that would depend on Mimemail, Views, and Token,
or is there something more appropriate?
