[support] back button refresh behaviour configurable?

Hi,
 
Have been meaning to ask this for ages. If possible I'd like to stop drupal from refreshing the page when the back button is pressed. This is for two reasons - so that form input isn't lost if people review previous pages when posting comments, and to save server load and time for the additional page requests.
 
Two questions:
 
1. Could someone lead me towards where this behaviour is defined?
 
2. Is there anything serious I'd be missing out on if I'm able to change it (apart from the obvious like cached pages not being updated etc.)
