[support] Need a module for user blocking other user.

No, you wouldn't need to recode all the modules that you use.
db_rewrite_sql appends conditions to queries, so it would apply to
everything and you would only need to put in one place.

But did you try the ignore_user module that I linked to?  It seems like it
would do exactly what you want.
