[support] Panels Template for all groups

I created a group home page that was made with a number of panels in a nice
layout here

http://civicplatform.exterbox.com/en/node/36/home

I was wondering if it is possible for me to make this the default panel
layout for all newly created groups.
It will be the default template.
That way, the new group admins will not need to figure out to configure the
panels just to get their group page up and running and looking like the
example above.
