[support] No Cookies Being Sent with 5.1

Since you're doing a fresh install, is there some reason you're not
using the latest version of Drupal 5 (currently on 5.7)? I seem to
recall several login/cookie issues with Drupal 5.1 that were fixed in
later versions.
