Actually the feelinking filter module provides this functionality. 

[[New document title]] will redirect you to the create page for that
title.

I'm sure this could be done with a custom 404 page and the prepopulate  
module. The custom 404 page would say something like "Sorry, this page  
doesn't exist yet, would you like to create it?" and the words "create  
it" can link to a node submission page with the title prepopulated  
thanks to the prepopulate module (which, until now, was probably only  
used for people to have a "blog this" javascript bookmarklet.
