The mail text comes from the user.module file.  It is setup to look for 
changes in the variables table.  I, like you, do not see a means to 
edit the text for the mail.  You should be able to edit the 
user_mail_register_pending_approval_subject and 
user_mail_register_pending_approval_body variables in the variables 
table but this is a workaround to a bug.  Please open a bug report.
