[support] Public Posting

Hello All,
     I'm developing a site. I want a communication like any job site.
     e.g. In any job site, when users register there then each user goes an
email from site owner.
     So how can i achieved that using drupal?
Is there any module?
     I've used comment_og but this not what i want.
