[support] panels 2 secondary links primary links

I'm assuming that you've got a situation where the panels pages are the only pages on your site that don't show secondary links?  If that is in fact the case, then I'd recommend filing an issue on the panels project page.  If secondary links are disabled on non-panel pages, then we should do more troubleshooting to make sure that what we have is a panels issue. 

Make sense?

That's the way i have done it. I use marinelli theme which support secondary links but i have also tried with the garland theme.
Any other ideas?
