[support] Permissions for the user page

Somehow, i appear to have affected the /user page so that logged out users
cannot get there: there's just an Access Denied instead.

The page still exists and works fine as if you are logged in then you can
access it.

There doesn't seem to be anything under permissions that is either
applicable or that I have changed.

Any ideas as to how to fix/debug this?
