[support] Getting Chinese Characters to display in Drupal 6

I've got a Drupal 6 site that is 90% english content, but there's a set of
pages that need to be able to display Chinese characters (both as the title
and inside the node).

I've checked, and changed the node and node_revisions db tables to ensure
that they are set to utf8_general_ci, but that didn't seem to make any
difference. After typing in the characters sand saving the node, it converts
them to ?????.

Can anyone help, or point me in the right direction to get these characters
to save and display correctly?
