Looks like that's a view. So either they've used one of the slideshow 
plugins for views, or they've dropped in their favorite jquery plugin on 
top of the view.

For stuff like this, I would usually look first to jCarousel, for which 
you can get a views plugin. To make it look like it does on drupal.com, 
you'd have to style it, of course.

Or, if you want to cook your own, you can google "jquery slideshow" to 
see what's available. You'd probably have to theme your view, though.
