[support] Is their any way programatically to also send the user to the contents of the destination value even when they are already logged on like it does if they are not logon on?

I have a url: https://domainname/user?destination=michigan/genesee-countywhich
if the user is not logged onto Drupal will send the user to the logon
page and after a successful logon it will send them to the url of the
destination in this case https://domainname/michigan/genesee-county. If the
user is already logged on then it will send the user to the
https://domainname/user page. Is their any way programatically to also send
the user to the contents of the destination value even when they are already
logged on like it does if they are not logon on?
