[support] How to estimate how many people-year is need to build a website and how many people is needed to maintain a website?

You do this the same way as for any other project: you cut the project 
up in smaller parts and have experts put estimates on the individual 
parts. You then add up all the times and multiply by any number between 
1.2 to 2.0, depending on the complexity, available infrastructure, 
resources and experience of the "experts".

It is just impossible to look at a site and put a time on it. You do not 
know what's in the background.
