[support] Error-Reporting Settings Missing

Hi,

I recently took over hosting and maintenance for a site I didn't create.
There was some messy stuff and core hacks that had to be cleaned up, but
all-in-all it has gone well.

I just noticed that "Error reporting" is missing from the Configuration
menu. If I go directly to:

example.com/admin/settings/error-reporting

it just delivers me to the settings page: admin/settings

Weird. I used a fresh install of D 6.20.

Any ideas? I'm not sure even how to troubleshoot this.
