[support] Block visibility

Dear all,
For the life of me I can not get my search block to be visible outside of
being logged in as admin. I have moved the block to all areas but never see
it unless I am logged in as admin.
I don't think any css is hiding it (otherwise it should at least show up in
one region). I know I deleted some breadcrumb-specific - or at least what I
thought was breadcrumb-specific - php code in one of the templates. Could
this be the reason I don't see it? Or what would be the relevant php code
which determines if this particular search block appears or not?
