[support] Fields in User Profiles - Problem: Option to add fields went away

Hello all,

            I wasn't even sure what to call this.  In Drupal 7 People is
like a content type.  However, it isn't found inside Content Types.  

I was working on a site that is a membership site.  I am setting up Profiles
for a project that I have.  I got confused and lost because my site is not
showing what it was yesterday.  Or maybe it was Saturday when I worked on it
last.

I go to Configuration> People and expect to see a tab for Manage Fields.
For some reason, I don't have any tabs.  I should see Settings, Manage
Fields, and Display Fields.

           What would cause this to happen?  I am logged in as user 1.

 

            I also see a number of extra fields that may have to do with
additional modules like Location.
