I got a 404 with that. The actual URL, which worked, was /#overlay=%3Fq%3Dadmin%252Fmodules
Am I doing something wrong?
  Do you have “clean urls” switched on?

  Silly mistake! Disabled the normal admin toolbar before enabling the better one. What is the URL to get to the modules page to enable it?
