In my comment.tpl.php

    <?php print "HERE: ".drupal_set_message($links)."xxx"; ?>
  </div>

gives me:

HERE:   xxx

how the hell do i debug this!?

Try drupal_set_message($links) instead of dprint_r

Yep.. i am the admin!! the super user.. the root. the user one!
i tried to dprint_r($links) as well in the comment.tpl.php but nothing shows up.

Check the comment.tpl.php file in your theme for the line: <?php print $links ?>.

Also check to see if you the log in account you are using has the proper permissions.
