[support] [drupal support] Blocks and php code question

Dear All,
I am trying to create a custom block per Tomlinson's Beginning Drupal 7.0 on
page 81.
He instructs one to go to Structure; Blocks; add new block. then further:
He says " after entering the (PHP) code, change the Text format select list
from Filtered HTML to PHP code". I only see options for *filtered HTML*; *Full
HTML *or *Plain Text*. No "PHP code".
How come?
