There are several possibilities, but it's possible the page is made with a View that is improperly set up.  For instance, if the View has arguments, the arguments could be set to 'Use default argument' which means, if it doesn't validate, it still works.  Several modules can do the same thing.  Mostly, this will take research on your part, as it's not an easy problem to solve.  You should talk to the original designer, or hire someone to take a look, if you can't figure it out yourself.
