I’ve actually been messing with this all day. SVG uses XML, too, so it’s easy to edit.

What about using SVG?
Here's a map you can use: http://upload.wikimedia.org/wikipedia/commons/3/32/Blank_US_Map.svg
You can use InkScape to color the states. It's free and uses SVG as its native format. Most browsers support SVG as an image format, but you can have the user export to PNG too.
