[support] Application Development

Dear All

I need to develop a web application which will allow its users(reg.) to
submit some document to the system. Then these document will be reviewed by
Report Editor and will be combined to produce a single report.
Can I use DRUPAL to develop such a application? If so what are the modules
to be added or changes to be made to DRUPAL.

Also what should be done to merge reports. I may need to some page algebra
on the reports submitted by the users.
