The issue was setting a cookie domain in the settings.php file.

If you are using memcache, and it is not configured properly, you can face
this issue.
Also, if it is configured properly, your memcache might not have started,
check on it too.

I was testing different translation management software and set a few pretty
stand items like cookies and domain in the settings.php file. I created a
new user, logged out and couldn't log back in with the new user or my normal
user.

Is your sessions table corrupt? Try and repair your sessions table.
