[support] theme help please

I am using drupal 7 and I would like to use the Garland 7.8 theme because it
is easier for my low vision users to see it, but it don't work with some
screen readers, the problem is the link, it is showing up as
<a href="http://example.com"> title=the title of the menu link</a>

I need it to be like the Bartik 7.8

Where it is a standard link
<a href="http://example.com>title of the link</a>  I also would like to
still retain the title tag

Sorry I do not quite have the html syntax correct, I hope it is
understandable.

Could some one tell me how I can modify this theme?
